After more than a decade of delays and debate, the Newport City Council has finally approved the sale of the long-vacant Coggeshall School property to BCM Realty Partners for $1 million. The 4-2 vote clears the way for a $13 million project that will create 32 market-rate apartments aimed at the city’s workforce.

Coggeshall School has sat empty for 12 years, deteriorating while real estate prices in Newport soared and long-term housing became increasingly scarce. Under the agreement, BCM will redevelop the site into a residential complex featuring one- and two-bedroom units.

BCM was the developer of the wildly successful and sought after Cranston Calvert apartments.

Forty percent of the units will be capped at rents affordable to those earning between 80% and 120% of the area median income for a period of ten years. All units will require a minimum 12-month lease, limiting short-term rental use.

The vote comes amid growing concerns about the impact of short-term rentals and rising home prices on Newport’s housing availability. While not a comprehensive solution, the project marks a step toward addressing a persistent issue in the city’s housing landscape.

Mayor Holder and Councilors Napolitano, Ceglie, and Khamsyvoravong voted for progress, pushing forward after years of inaction!

Councilors Pinnock and Smyth voted against the project to help compound Newport’s housing crisis, citing confusion and a lack of basic understanding — despite having had four months on the council to evaluate the issue.

Sixth Avenue came alive with bagpipes, drums, and tartan pride on Saturday, April 5, as more than 3,000 marchers participated in the annual New York City Tartan Day Parade — the highlight of Tartan Week, celebrating Scottish heritage and culture.

Among the colorful kilts and banners, one group stood out — 15 women from Newport, Rhode Island, proudly representing the official tartan of their city. It marked the only representation from the Ocean State in this year’s parade and their second consecutive year marching.

“We’re honored to showcase Newport on such a big stage,” said one participant. “It’s a tradition we hope continues for years to come.”

Leading the parade as Grand Marshal was acclaimed Scottish actor Alan Cumming, whose energetic presence helped draw thousands of spectators to Midtown Manhattan. Marchers from around the world showcased their custom tartans, representing families, schools, pipe bands, and towns, turning the avenue into a moving tapestry of Scottish pride.

The Newport group sees their participation as more than just a celebration — it’s a growing tradition and a chance to bring local culture to an international audience.
As the sounds of the pipes echoed through New York’s concrete canyons, one thing was clear: Newport’s tartan is here to stay.
