NEWPORT — Newport’s controversial residential park NEWPORT — Newport’s controversial residential parking proposal just hit another speed bump. The city abruptly canceled a special City Council meeting scheduled for Thursday night after Newport Buzz flagged a violation of the city’s charter in the rushed rollout of the ordinance. City Manager Colin Kennedy’s office had planned to hold the first reading of the ordinance Wednesday and the second reading Thursday — despite Newport’s City Charter requiring at least 48 hours between ordinance readings. The schedule conflicted with Section 2-20 of the Newport City Charter, which requires ordinances to be read on two separate days with at least a 48-hour gap unless declared an emergency. After the issue was pointed out by Newport Buzz, the city canceled the Thursday meeting. City officials acknowledged the mistake in a statement. “In our attempt to get the residential parking program debate back on track, we overlooked the requirement mandating 48 hours of separation between readings,” the city said. Officials now plan to hold the first reading Wednesday, March 11, with a second reading scheduled for March 25 if necessary. The delay raises new questions about the program’s timeline. Under the current plan, residents are supposed to begin applying for parking permits on April 1. If the ordinance isn’t finalized until late March, it’s unclear whether the city will still be able to launch the application process on schedule — or if it will need to be pushed back. The proposal would also require residents to apply for parking permits every year and prove their residency each time, creating a new annual administrative burden for thousands of households and city workers responsible for processing applications. Critics say the plan is a problem in search of a solution, and the bungled rollout is only adding to concerns about how the policy is being handled. Some have also pointed out that it’s perhaps not surprising a city manager who was hired in direct violation of the city charter wouldn’t know what the charter actually requires. A Rhode Island mayor is throwing his weight behind A Rhode Island mayor is throwing his weight behind a rising political name. Johnston Mayor Joseph Polisena Jr. on Tuesday threw his support behind former Newport Mayor Xay Khamsyvoravong for lieutenant governor, praising him as a “new generation” leader who can deliver results for Rhode Island. “I’ve known Xay for a long time — from his career in business to his service as a fellow mayor and vice president of the League of Cities and Towns,” Polisena said. “Xay understands what it takes to grow Rhode Island’s economy, starting with standing up for the hardworking families and local businesses who drive it.” Polisena added that Rhode Island needs leaders willing to work closely with local officials. “We need a new generation of state leaders, like @xayforri with the proven ability to work alongside local leaders to get the job done,” he said. Earlier in the day, Polisena and Khamsyvoravong toured the A&H Manufacturing facility, highlighting their shared focus on supporting local employers and strengthening the state’s workforce. Khamsyvoravong currently serves as chairman of the Governor’s Workforce Board, where he has worked on workforce development and job training initiatives across the state. He welcomed Polisena’s endorsement, calling it a sign of growing momentum behind his campaign. “I’m grateful for the friendship and support of Mayor Polisena,” Khamsyvoravong said. “He understands that Rhode Island’s strength comes from our workers, our small businesses and our communities. The Ladies Ancient Order of Hibernians of Newport The Ladies Ancient Order of Hibernians of Newport couldn’t decide between two remarkable women to honor separately, so they chose to give them both the 2026 Lady Hibernian of the Year award. Paula Silvia and Sandy Gallagher were recognized for their years of volunteer service and dedication to both the organization and the Newport County community. Members say the pair embody the group’s motto: “Friendship, Unity, and Christian Charity.” Their service extends well beyond the LAOH, with both actively supporting organizations including the Martin Luther King Jr. Community Center, the Mosaic Club, and the Vasco Da Gama Society. Within the LAOH, Silvia and Gallagher are known as the organization’s “background singers” — members who are always willing to jump in and help wherever needed. For nearly a decade, they’ve played key roles welcoming new members through the screening committee and helping organize the popular Hibernian Children’s Christmas Party. They also assist with Rhode Island Blood Center drives organized by the group and help lead the LAOH’s Poinsettia Project, which delivers holiday plants to senior, recovering, and homebound members during the Christmas season. Gallagher, a lifelong Newport resident and Rogers High School graduate, spent 37 years working in the medical field before retiring. She joined the LAOH in 2007. Silvia, who grew up in Newport’s historic Fifth Ward, worked 36 years at Salas’ Restaurant before continuing her culinary career with Kitchen Companion Catering and McGrath Clambakes. She joined the organization in 2006. The LAOH said the honor reflects the pair’s commitment to service and the impact they continue to have throughout the Newport community. #newportri #newportbuzz #irish
