Charles “Todd” Silvia promoted to the rank of Captain
Todd graduated from the Rhode Island Municipal Training Academy (RIMPTA) in July 1995.
He is a 1987 graduate of Rogers High School.
He earned a Bachelor’s Degree in Criminal Justice in 1993 from Rhode College.
In 2013, Todd earned his Master’s Degree in Justice and Homeland Security from Salve Regina University.
He also received a Graduate Certificate in Criminal Justice Education in 2015 from the University of Virginia.
In 2015, Todd graduated from the FBI National Academy (class 262).
As a patrol officer from 1995 to 2003, Todd was a member of the department’s Special Response Team, a Field Training Officer and a Bicycle Patrol Officer. Todd then served a year on the department’s CALEA accreditation team.
In 2004, Todd was assigned to the Vice/Narcotics Unit as a Detective.
In March of 2005, he was promoted to Sergeant and served as a Patrol Supervisor in the Patrol Division as well as a supervisor on the Special Response Team.
In April of 2012, he was promoted to Lieutenant and served as the department’s prosecution officer.
He was assigned as the Patrol Commander in September of 2016 and promoted to Captain in May of 2017 where he remains as the Commander of the Patrol Division.
Kevin Moreira promoted to the rank of Lieutenant
Kevin graduated from the RIMPTA in November 2004. He was the Valedictorian of the class.
He is a 1999 graduate of BMC Durfee High School in Fall River.
Kevin earned his Bachelor’s Degree in Criminal Justice in 2003 from Westfield State.
In May of 2016, Kevin received his Master’s Degree in Business Management with a Concentration in Law Enforcement Leadership from Salve Regina University with a GPA of 3.97.
As a patrol officer from 2004 to 2014, Kevin was a member of the Special Response Team, Crime Scene Investigator, Field Training Officer, Bicycle Patrol Officer and member of the Water Enforcement Team.
In January of 2014, Kevin was promoted to Sergeant and served a Patrol Supervisor and supervisor on the Special Response Team.
In May of 2017, Kevin was promoted to the rank of Lieutenant and is currently assigned to the Administrative Services Division. Kevin’s duties include: overseeing the Records Division and Dispatch Operations. He is an Administrator for the Body Worn Cameras and is currently the Assistant Commander of the Special Response Team.
Jason Brown promoted to the rank of Sergeant
Jason graduated from the RIMPTA in November of 2002.
He is a 1992 graduate of the Leland and Gray Union High School in Townshend, Vermont.
Upon his graduation from high school, Jason served on active duty in the United States Coast Guard from 1992-2002. He remained in the Coast Guard reserve until retiring in 2013 as the rank of Chief Petty Officer.
As a Patrol Officer from 2002 to 2013, Jason served as a member of the Special Response Team, a Police Motorcycle Operator, Bicycle Patrol Officer, and background investigator for potential police candidates. Jason is an instructor at the RIMPTA for the Emergency Vehicle Operator Course.
In 2013, Jason was assigned to the Criminal Investigation Division as a Juvenile Detective.
In May 2017, Jason was promoted to Sergeant and serves as a Patrol Supervisor in the Patrol Division.
Eric Geoghegan promoted to the rank of Sergeant
Eric graduated from the RIMPTA in June 2001.
He is a 1989 graduate of Rogers High School.
As a patrol officer from 2001 to 2015, Eric was a member of the Special Response Team and also served as a Team Leader. Eric was a Bicycle Patrol
Officer a Field Training Officer and a former member of the Rhode Island Weapons of Mass Destruction Tactical Team.
In April of 2015, Eric was assigned as a Detective in the Criminal Investigation Division.
In May of 2017, Eric was promoted to Sergeant and currently serves a Patrol Supervisor in the Patrol Division.
Justin Vachon sworn in as a Patrol Officer
Justin graduated from the RIMPTA in November of 2012.
He is a 1998 graduate of Chariho High School.
In 2011, Justin obtained an Associate’s Degree in Criminal Justice from CCRI.
Before joining the Newport Police Department, Justin was an officer with the Richmond, RI Police Department raising to the rank of Corporal.
Among his many duties as an officer with Richmond PD, Justin was Crime Scene Investigator, the manager of a grant for Traffic Safety and court prosecutor.
