Residential property owners in Newport can soon re Residential property owners in Newport can soon reapply for the city’s Two-Tier residential tax rate program. The re-enrollment window opens Jan. 2 and runs through March 15, 2025, with approved applications remaining valid for the next three tax years: 2025, 2026, and 2027. The program, introduced in 2022, offers tax savings to eligible property owners and landlords while encouraging year-round residency. For the current year, the tax rate is $6.97 per thousand for residents and $8.22 per thousand for non-residents—among the lowest rates statewide for municipalities offering full utilities and K-12 school districts. Re-enrollment forms will be mailed to existing program participants in mid-December and will also be available online at the city’s website and in hard copy at the Tax Assessor’s Office. ELIGIBILITY REQUIREMENTS * Single-family homeowners: Must be Newport residents living at the property for at least seven months per year. * Residential landlords (three units or fewer): All units must be rented year-round as the tenant’s primary residence under a lease of at least one year. Landlords are required to maintain up-to-date 12-month leases on file with the Tax Assessor’s Office. Additionally, applicants must provide proof of residency, such as a Rhode Island driver’s license or voter registration card listing the property as their address. Properties must be titled in the applicant’s name, their trust, or as life tenants with tax payment responsibilities. HOW TO APPLY Applications can be submitted online or in person at the Tax Assessor’s Office. They must include documentation such as a current lease, even if previously submitted. Chafee Boulevard, across the street from the Community College of Rhode Island. The skatepark is a collaborative effort made possible by dedicated volunteers, generous donors, and support from city leaders. In news that’s unlikely to shock anyone who’s In news that’s unlikely to shock anyone who’s ever spent any time in New England, Massachusetts and Rhode Island have claimed the top spots for America’s worst drivers, according to a LendingTree study. It seems Boston’s reputation for creative driving maneuvers and Rhode Island’s chaotic commutes are well-earned. Massachusetts: Leading the League of Bad Drivers Massachusetts drivers have done it again, racking up an impressive 61.1 incidents per 1,000 drivers between November 2023 and November 2024—the highest in the country. Where do they excel? Crashes. With 44.4 accidents per 1,000 drivers, Massachusetts is in a league of its own. No other state even breaks the 40.0 mark. But that’s not all. The Bay State also ranks 11th for DUI rates, tied with Tennessee at 2.0 per 1,000 drivers. However, speeding isn’t as much of an issue—Massachusetts ties with New Jersey for the fifth-lowest rate of speeding-related incidents, at just 1.3 per 1,000 drivers. Maybe they’re too busy dealing with gridlock to hit the gas. Rhode Island: Massachusetts’ Rowdy Little Sibling Rhode Island drivers aren’t far behind, with an overall incident rate of 60.6 per 1,000 drivers. The Ocean State ties with California for the second-highest accident rate, at 39.7. DUI rates in Rhode Island are slightly better—or less bad—than in Massachusetts, coming in at 1.9 per 1,000 drivers, a tie with Wisconsin for 13th place. When it comes to speeding, Rhode Island lands in the middle of the pack, tying with Hawaii at 2.4 per 1,000 drivers. Meanwhile, in Arkansas… While Massachusetts and Rhode Island are duking it out for the title of worst drivers, Arkansas is sitting pretty with the nation’s safest roads. A Tiverton man will spend the rest of his life beh A Tiverton man will spend the rest of his life behind bars after pleading guilty to the 2022 murder of 25-year-old Yordi Arevalo inside a Newport bar. Shamik Steele, 33, was sentenced Monday in Newport County Superior Court to life in prison, plus five years, for second-degree murder, conspiracy to commit murder, and felony assault.  “This defendant was previously convicted of a violent crime and could not legally own or operate a firearm,” said Attorney General Peter F. Neronha. “The likelihood of recidivism is too high. This tragic case underscores the importance of enforcing commonsense gun laws.” Steele gunned down Arevalo at the Friendly Sons of Newport bar on February 14, 2022. Prosecutors say Steele and two friends initially left the bar after drinking but returned minutes later. Steele entered and opened fire, striking Arevalo four times before fleeing on foot. Newport Police identified Steele using bar surveillance footage and witness accounts, including a key description of Steele’s neck tattoo depicting the face of Jesus Christ. “This is the outcome when firearms are in the hands of those ready and willing to use them for violence,” said Newport Police Chief Ryan Duffy, praising his department and prosecutors for securing the conviction. Steele’s prior criminal record, which legally barred him from possessing a gun, was a key factor highlighted by Neronha in calling for continued enforcement of gun laws. For Arevalo’s grieving family, the sentencing may offer a measure of closure. “I hope this sentence provides some solace,” said Neronha. The Rhode Island Blood Center has issued an urgent The Rhode Island Blood Center has issued an urgent appeal for blood donations following a more than 20% drop in contributions after Thanksgiving. The decrease has left the state’s blood supply critically low during a time of year when demand often rises. RIBC is calling for donors of all blood types, with a special emphasis on Type O, which is crucial for trauma and emergency medical care. “Every year, we brace for a dip in donations around the holidays, but the need for blood doesn’t slow down,” said Caitlin Grimaldi-Flick, Marketing and Communications Manager at RIBC. “Our community relies on a steady flow of donors to keep our hospitals supplied, and we’re calling on everyone who is eligible to make blood donation part of their holiday tradition. It’s among the most meaningful gifts you can give.” The holiday season presents unique challenges for blood collection, as family gatherings, travel, and packed schedules lead to fewer donor appointments. Simultaneously, the demand for blood tends to increase due to travel-related accidents, routine surgeries, and other emergencies. Local hospital officials are echoing RIBC’s call to action. “Amid the joy and celebration of the holiday season, the simple act of donating blood can be the greatest gift you give,” said Dr. Charles Adams, Chief of Trauma at Rhode Island Hospital. “As we give thanks for what we have, we must remember that our generosity can help others celebrate another holiday next year.” Blood donors can give every 56 days, while platelet donors are eligible to donate twice per month. The Rhode Island Department of Environmental Manag The Rhode Island Department of Environmental Management has announced the conservation of 942.11 acres of forest in Burrillville for public recreation, including hunting and fishing. The Buck Hill property acquisition marks DEM’s largest since 2014 and preserves one of the last undeveloped parcels in the state. The $1.61 million project was supported by a $1.2 million U.S. Fish and Wildlife Service grant and $301,250 from the National Fish and Wildlife Foundation, with a match from state bond funds. The land connects over 13,000 acres of protected areas across Rhode Island, Connecticut, and Massachusetts, significantly expanding forested uplands and cedar swamp conservation. DEM Director Terry Gray called the effort a “huge win” for the state’s natural resources, highlighting the role of hunters and target shooters whose purchases help fund conservation. Rhode Island Boy Scouts, which sold the land while retaining 200 acres for scout use, praised the partnership. The property will be incorporated into the Buck Hill Management Area, with 140 acres temporarily closed for improvements.
